The rollback of FEMA before being phased out limits the events it will help with. Hurricanes, wildfires and floods not included. Zombie apocalypse? Alien attack? Meteor strike?
Federal Emergency Management Agency (FEMA) Administrator David Richardson has indicated that the agency will be shut down at the end of the current hurricane season in November. In the interim the agency is unlikely to help with response and recovery as it has previously. In many instances it has supported communities affected by devastating hurricanes, wildfires and flooding. Often this has been by providing up to 75%, and sometimes 100%, of the costs of dealing with the aftermath.
FEMA has also been crucial in dealing with planning of emergency response between federal and state agencies across a whole range of scenarios. The agency has also arranged lots of training exercises to give teams a chance to practice their responses and identify areas for improvement.
This support will be diminishing and finally be withdrawn.
When asked Richardson tried to clarify the response to various scenarios.
Wildfires
These are the fault of the residents in the affected communities. They should be out there tidying up all the dead wood and shrubs. Making it pretty and well booked after. Trump has never seen a wildfire on a golf course because they are kept near and tidy. There will be no support.
Hurricanes
People know they are going to happen. They will not know exactly when as NOAA has been pretty much shutdown. A simple rock hanging off a stick will be just as useful and a lot cheaper. Those lovely people in the UK have donated one and you just need to copy it.

There will be no support. If your house is blown away and you have nowhere to live then you should have planned ahead and got another house elsewhere as a backup. It’s not just the billionaires that should plan ahead.
Flooding
Pretty much the same as for hurricanes. Start planning now by buying a spare house.
Zombie invasion
Every body should know how to prepare for this by now. Set up a secure location with plenty of food and water. Have lots of guns, ammunition and flame throwers. Make sure you have plenty of PPE such as helmet, throat protection, thick leather jacket and trousers as well as leather gloves. If people do not prepare then that is their own fault. No federal support.
Alien invasion
In the event of an alien invasion there will be a federal response. Contact your nearest ICE office and they will be dealt with in the same way as all other illegal aliens.
Meteor strike
if your town or city is struck by a massive metor and destroyed that is an act of God. All we can do in those circumstances is send thoughts and prayers.
